To be short, you cant. When you activate "Under attack" more Cloudflare tries to protect your website from unwanted requests, that is why it shows hCaptcha, to make sure real people visit your website, not bots.

hCaptcha is exacly what is keeping the security for the "under attack mode", you should not use that mode if you are not under attack
