Left menu no plugin work and no work items and setting....... Wrong plugin....

Problem issue : Left menu - no plugin menu

Settings - Adminisztration premission issue
Settings - Plugin settings no work

Plugin - Publick link 404 error

Test system: Php 8.1 and Rise 3.5.1
