I'm looking for a theme for government website information. Can you guys suggest a suitable theme?

You might want to check your government's guidelines. Where I'm from there is a specific WordPress, Joomla and Drupal theme that is allowed. Also, the layout is being controlled for consistency - mostly headers, footers and widgets.
