Tbh, i think it should not affect that much on the bad side, or you would be able to buy a domain with bad rep and 301 redirect it to a website from your competitors

You can do that, but they are also building good backlinks. You need to have spent a huge amount of money to override their good backlinks with your bad links. They can also disavow your bad backlinks.
