In this instance I don't believe it is his site. I suspect he has just bought a membership.

To be fair he asked before doing it.

I said most likely he couldn't do it but I'd refer it to the other staff, and also said that even if he was allowed to do some sort of giveaway he wouldn't be allowed to reference that gplplus site at all.
