Most companies aren't supporting PHP5 it's EOL and security risk, you need PHP 7.1 to make the keygen if doing it properly.
Can install php5 via wampp, xampp or ampps old version
Only run to run keygen to get license
Do you have the newest version v5.2.23 ?

Then you need to clear the /tmp folder on the server side to clear any active sessions to help make it possible then.
You need PHP 7.1 to generate the key file from the keygen.php file.
