Although I sort of agree in principal, it would not work ... not really. People would simply start making lots of silly posts in order to reach the quota. Also, a request does not involve any money exchange etc., so does no harm. You can answer or not as you choose.
Next step would be wanting people to have been a member for x amount of time before they can download. Not totally bad, but you start to change what Babiato is about ... free themes/plugins for all.

If you go through the request section now, you'll see a lot of Request post pertaining to what I'm talking about.
@promonde sometimes gets pissed off when he sees such.
Ya , I know that too , but whatever rules I have written till now are to reduce shits , scamming , harms etc . Before applying I think for weeks if it's good, effectiveness, impact etc.
Restricting requests will highly impact on group activity as many users just start using the forum after getting help from their sapling requests, , ,ex: guess I'm new member , requested here for something , noone replied and my thread locked, should I be active there ?
Anyway, this request restriction is surely negotiable, if you guys suggests and reports how it should be applied, it will sound good.

I totally agree with your thoughts. If things become too restrictive (apart from money orientated items), you would more than likely loose me as moderator as it goes against my thinking.
