As I see from you shared screenshot, the link isn't of the theme options. For theme options of Werkstatt, the link should be somewhat like this :

https://example.com/wp-admin/themes.php?page=ot-theme-options

Please check again like in the following screenshot :

The problem seems to be with your server. I have tested the theme on 3 of my testing sites on different servers and I haven't encountered this issue on any of them.

Normally, the 403 Forbidden error indicates that your server is operational, but you no longer have permission to see all or part of your website for some reason. Try contacting the hosting company's customer support, they'll guide you better
