from what i and my friend learn until now....
if you want the sites is stable
USE VPS + Choose country which "law" isn't touched as long as you not scamming people....
If you want like that.... just use....
VPS from russia, china, Indo, (remember, what i say is VPS provider where the headquarter on those country, not western VPS provider where they had multiple datacenter)
if you going to shady business... maybe some vps provider like Vietnam, cambodia will be better...

The question is completely wrong! The answer to the question is to hire developers! Describe your question in more detail, which casino site do you want, or should it be a mobile application? the problem is to run such site not only you need money you also need connections, i did a deep research on this and believe it or not they run this bussiness like new york mob.
first if you notice most of these slot site had the same theme just modify the name and from what i heard this alone will cost you millions (in Rp) , they you hire people to advertise and try to bring traffic to the site also those who manage the accounting since it use FIAT , now if your site doing well those mob will sniff something and might want to get to know about you and you better had a connection on law enforcement / cops if not its a dead end.
even sometimes i see someone get arrested or go to jail most of them just a con man.
the irony is all of these mob earning Billions ( in Rp ) a month while exctracting lower-to-middle class men when in fact those money is their main source to provide their family
