the problem happens only with this plugin so I think that problem in it maybe it is a plugin conflict made this happened

Look in your wp-content/plugins/powerpack-elements/assets/lib/hamburgers/ folder and see if hamburgers-rtl.min.css is actually there because this error usually happens when a 404 is returned.
