what's the difference between nulled and GPL licenses?

It's mostly nulled plugins.
But the only difference is:
If you get a plugin with the so called GPL license, it means you get the file only without the license code.
Most themes and plugins work without the license code.
While nulled plugins codes have been let's say altered and the license code fabricated into it or bypassed. In this case, it removes the "activate license" nag and also makes it possible for you to use a theme or plugin that can't be used without licenses.
Some nulled plugins while being altered are injected and contain malwares.
So, it's a risk using nulled plugins but if you're using a plugin from Babiato, most are clean. Especially the ones uploaded by the admin, moderators and "trusted uploaders".

first I want to ask if nulled is free from lawsuits? or there are laws listed.

I haven't heard of anyone arrested for using nulled plugins or plugins without a license.
